05.09.2008 - Czech ministry signs contracts for armoured vehicle purchase-Euro

Under the contracts worth almost one billion crowns the MPI Group will supply Dingos 2 and the Praga-export company will supply small armoured vehicles, Euro.cz writes.

Defence Ministry had rejected an offer by the BAE Systems for quick supply of much cheaper RG-31 vehicles with a higher ballistic protection.

According to Euro.cz, even the fact that the vehicles will be supplied in a large series will not lower the excessively high price of the new vehicles.

This was one of the arguments by which the Defence Ministry defended the price of the first four Dingo 2 and Iveco MLV vehicles.

It paid about 135 million crowns for Dingos and 119 million crowns for Ivecos.

"If the ministry bought the so far not well-established RG-31 vehicles the time-demanding process of control and military tests would have to follow and then the controls would have to be checked, the vehicles would have to be introduced in the weapons, and the logistics base would have to be established. This is the main reason why the otherwise quality offer by the BAE System cannot be accepted," Jan Pejsek from the Defence Ministry press department said.

Euro.cz said that in the case of the purchase of the Dingo 2 vehicles the ministry accepted control tests carried out by the German military and the military tests will be shortened to two.

"All 30 vehicles will be supplied by the end of this November at the latest and the first supplies will start in October. Such quick purchase was out of the question in the case of any other vehicles," the Defence Ministry said.

The BAE Systems company sent a letter to the Czech Defence Ministry more than one month ago offering to immediately supply light armoured vehicles of south African-made RG-31.

Although the vehicles were produced by the American military, given the urgent needs of the Czech military contingent in Afghanistan, BAE Systems is prepared to give preference to meeting the demands of Czech soldiers in the Logar province.

RG-31s have a higher degree of ballistic protection against Dingos. According to NATO's STANAG standards, RG-31 has the highest possible IV level while Dingos only IIA level.

The price of RG-31s for the American army is between 350,000 and 400,000 euros per piece, which is three times less than the Czech Defence Ministry pays to the mediators, the server said.

BAE Systems has offered RG-31s to the Defence Ministry led by Vlasta Parkanova and her deputy Martin Bartak twice already, Euro.cz wrote.

It said that in the first case the offer was declined for formal mistakes and in the second over the term of supply.
